On 20 January 1942 Reinhard Heydrich organised a meeting for the purpose of making the Endlösung (final solution) a civil policy. To this end, some high-ranking officials had to be persuaded to agree to the plan.
Heydrich had prepared the conference carefully and was assisted by leaders of the SS, including Adolf Eichmann. The protocol drafted during the meeting elaborated on the policies for the extermination programme.
